For a contractor comparing sales CRMs, the relevant price is the cost of the working setup your team needs. A low entry price is not helpful if you need a higher plan to perform the follow-up process you are buying it for.

Count the people who need access List everyone who will enter inquiries, own follow-ups or supervise the pipeline. Ask whether each person needs a paid seat and which permissions they need. Do not assume that sharing one login is a suitable way to avoid seat costs.
If only one person will manage the pipeline, evaluate one seat. If responsibilities move between the owner and an office assistant, test that handoff with the intended accounts. A process that only works when one person is available may not solve your problem.

A sales CRM can be valuable without replacing the tools that run the job; your budget should reflect that arrangement.
